新奥尔良成为第三名实行强制“疫苗通行证”的城市

防疫双管齐下:室内就餐必须需疫苗接种与佩戴口罩
8月16日生效,New Orleans餐厅顾客与员工均须遵守

新奥尔良美国第三个因当地COVID病例激增而对室内餐饮提出疫苗接种要求的城市南部的餐饮名城新奥尔良市(NewOrleans)本周成为第三个宣布实行强制“疫苗接种通行证”的美国城市。另两名城市是纽约市和旧金山 --纽约市的规定自8月16日星期一开始生效,旧金山的规定将于8月20日开始生效。

新奥尔良市政府於上周四公告市民,对市区内的餐馆实行双重保障的疫情防控新举措。凡是开放室内就餐的餐厅与酒吧,都必须要求顾客以及员工出示新冠疫苗接种证明,并随时佩戴口罩。餐厅管理者只能允许那些能证明自己至少接种了一针的COVID-19疫苗或近日内病毒检测呈阴性的客人在餐厅店内用餐。新奥尔良的疫苗卡法规于8月16日上午6点生效;正巧是与纽约市同一日实施“疫苗通行证”。

与纽约和旧金山等城市的规定不同,新奥尔良市要求接种疫苗的顾客如果在室内与非家庭成员一起用餐,也必须戴上口罩。在费城,当一家餐厅对其所有顾客和雇员都不要求提供疫苗接种证明的情况下,顾客进入室内就餐区时就必须戴口罩。

新奥尔良市长坎特雷尔(MayorCantrell )8/12宣布,民众将必须出示疫苗证明或阴性的COVID测试结果,才能被允许进入该市的室内就餐与活动场所。

由此看来,新奥尔良则是选择了双重的安全预防措施:疫苗接种和佩戴口罩的规定同时执行,这规定也适用于新奥尔良时所有的餐厅雇员员工。如果顾客、员工能出示其在72小时内的COVID阴性测试结果证明,也可过关。但12岁以下的儿童顾客可豁免。

新奥尔良市表示,顾客及员工只需提供一次疫苗注射的证明就足以进入室内就餐区。这一点与纽约市的疫苗通行证是采用同样的门槛。而旧金山市则要求顾客完整的疫苗接种证明,例如接种了两针辉瑞Pfizer或Moderna疫苗。

The mandate also applies to restaurant employees.

New Orleans onThursday became the latest major restaurant market to limit on-premise diningto guests who can prove they’ve received at least half a vaccination againstCOVID-19 or recently tested negative for coronavirus.

The dining mecca’smandate, effective 6 a.m. on Aug. 16, veers from the versions of cities likeNew York and San Francisco by requiring that the vaccinated customers also wearface masks if dining indoors with individuals from outside their household. Philadelphiaalso requires face masks, but only if all customers and employees of anestablishment aren’t required to provide proof of inoculation. New Orleans isessentially opting for double safety precautions.

The vaccination and maskingrequirements also apply to New Orleans’ restaurant employees. Children underage 12 are exempted.

The city said that proof ofreceiving just one vaccination shot is sufficient to secure entry. New YorkCity intends to use the same threshold. San Francisco requires full vaccinations,or proof that two shots of the Pfizer or Moderna sera have been administered.

Patrons and employees whoopt to show proof of a negative COVID test must present results that are nomore than 72 hours old.

Officials of the fameddining destination said the safety measures are necessary because only slightlymore than 52% of residents have been vaccinated, and the number is even lowerin some parts of the city.

Like many other jurisdictions, the city is seeing newinfections of COVID-19 rebound to levels that haven’t been recorded since theearly days of the pandemic. The cause has been the delta variant of thecoronavirus, which is significantly more infectious. Some health officials haveconcluded that the strain also has more of an impact on a sufferers’ health.

Lawmakers in the county encompassing Los Angeles directedhealth and consumer-affair officials earlier this week to provide an in-depthstudy on the feasibility of imposing a vaccine mandate in that restaurant-richmarket. The report is due in about 10 days.

The Biden administration has indicated that it will notseek a federal vaccine mandate, but said that it encourages private businessesto adopt their own requirements. McDonald’s alerted corporate employees thatthey will be obliged to provide proof of being inoculated, and Chipotle MexicanGrill has indicated that it would consider a measure.
